Most tender committees compare vendors on fleet size. Twelve machines beats eight, a bigger workshop beats a smaller one, more years in business beats fewer. None of that tells you whether the contract will actually be delivered.
What decides that is four stages that happen in sequence, long before anyone measures. Get any one of them wrong and the fleet size and the operations are in question.
Route and site survey
Before we quote a job, we walk it. Lane widths, debris profile, dumping distance, water access, constraint points, the things that decide which machine works on which street and which one doesn’t.
This sounds like due diligence. It is actually the decision that determines everything downstream. A truck-mounted machine is the right call on a wide arterial and the wrong one in a dense ward where it will spend the shift reversing. Water access decides how many hours of a shift stay dust-suppressed before a refill, which is the number that actually matters, not the tank’s litre rating on a spec sheet. Skip the survey and you’re pricing a guess.
Deployment plan
The survey turns into a plan and that means machine mix, shift structure, coverage schedule, and a per-kilometre commercial model sized to your actual network.
This is where road class should decide frequency, not a single contract-wide number. An arterial road carrying heavy traffic and construction spoil needs more passes than a residential lane, and a uniform frequency either overspends on the lane or underserves the arterial.
Mobilisation
Machines, operators and supervision go on site, backed by maintenance and spares from our own Earth Neutral workshop rather than a third-party garage.
The reason this matters is uptime. A route swept five days out of seven is a route where silt rebuilds twice a week, and what decides that isn’t fleet size, it’s how long a route stays uncovered when a machine breaks down. Owning the workshop means spares are held, not ordered after the fact.
Operate and report

Coverage claims are only worth what the records behind them are worth. This is also the cheapest part of a contract to specify properly and the one that changes vendor behaviour the most, because a vendor who knows the evidence is being collected daily runs the route differently than one who knows it isn’t.
The four stages flex by sector
For urban local bodies, the deployment plan has to answer to Swachh Survekshan’s scoring toolkit directly, ward sweeping and arterial programmes on one schedule, SWM operations and maintenance on another. For highways, the survey is mostly about bulk-material dust control and ring-road geometry rather than ward density. For industry and ports, mobilisation often has to work around live yard operations and container movement, so shift structure matters more than machine mix. For campuses and multi-site estates, the reporting stage carries more weight than the others, because a facility manager overseeing several sites needs one unified log, not four separate ones.
The question this answers
We’ve argued before that the right question for any vendor isn’t how many machines they own, it’s what they can show you on day 200 that proves the road was swept. These four stages are the answer to that question, worked backwards. The survey and the plan decide what should happen. Mobilisation decides whether it can keep happening. Reporting is how you find out whether it did.
